Higher Education Emergency Relief Fund

The Coronavirus Aid, Relief, and Economic Security Act, CARES Act, was passed by Congress on March 27th, 2020. This bill allotted $2.2 trillion to provide fast and direct economic aid to the American people negatively impacted by the COVID-19 pandemic. Of that money, approximately $14 billion was given to the Office of Postsecondary Education as the Higher Education Emergency Relief Fund, or HEERF.

The Higher Education Emergency Relief Fund II (HEERF II) is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, signed into law on Dec. 27, 2020. In total, the CRRSAA authorizes $81.88 billion in support for education, in addition to the $30.75 billion expeditiously provided last spring through the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136.

The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Public Law 117-2, signed into law on March 11, 2021, providing $39.6 billion in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.

ARP funds are in addition to funds authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260 and the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136. Emergency funds available to institutions and their students under all emergency funds total $76.2 billion.

Quarter ending December 31, 2021

For the Quarter Ending September 30, 2021, 麻豆视频直播 reported using funds under the 鈥淥ther Uses of (a)(1) Institutional Portion funds鈥 category.  麻豆视频直播 used $124,469 of the HEERF III funds to pay for expenses related to moving courses into the online environment.  As a result of the COVID-19 pandemic, 麻豆视频直播 transitioned in-person instruction into a combination of hybrid courses and fully online courses.  Our partner, Extension Engine, provided 麻豆视频直播 with qualified online instructional designers to conduct a planning phase followed by an implementation phase intended to help prepare all of our faculty members (full-time and adjuncts) to be able to make the transition and be successful at distance learning.

This document is an assurance that 麻豆视频直播 intends to use no less than 50 percent of the total funds received under Section 18004(a)(1) of the CARES Act to provide emergency grant relief directly to students.
  2. The total amount of CARES Act funding 麻豆视频直播 received from the US Department of Education was $2,025,895. Half of this amount鈥$1,012,948鈥攊s HEERF-Student, which must be used for direct relief payments to students pursuant to the college's Certification and Agreement for Emergency Financial Aid Grants to Students. The other half is HEERF-Institutional.
  3.  As of October 1st, 2020 for Quarter Ending September 30th, 2020 (45 [08/26/2020] + 45 [07/13/ 2020] + 30 [05/29/20] days from receipt of the funds), the total amount of HEERF-Student grants distributed directly to students is $1,012,948. At 30 days from receipt of the funds, the amount was $955,200. The final quarterly reporting/posting of September 30th, 2020 concludes all expenditures of the HEERF student portion.
  4. The estimated total number of students at the college eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 is 1,750.
  5.  As of October 1st, 2020 for Quarter Ending September 30th, 2020 (45 [08/26/2020] + 45 [07/13/ 2020] + 30 [05/29/20] days from receipt of the funds), the total number of 麻豆视频直播 students who received a HEERF-Student grant is 1,175. At 30 days from receipt of the funds, the number was 1,142. The final quarterly reporting/posting of September 30th, 2020 concludes all expenditures of the HEERF student portion.
  6. To date, 麻豆视频直播's method of evaluating eligibility was based on the student being eligible to participate in federal student aid programs (under Section 484, Title IV of the Higher Education Act of 1965) and meeting the guidelines outlined in the Student Grants section of President Grigsby's April 20 coronavirus update. Grant recipients received a personalized email containing additional information and instructions. Remaining HEERF funds were expended using an application after above method had been completed.
  7. As of 30 days from receipt of the funds, the entire allotment of HEERF-Institutional was used to provide partial board refunds to students with eligible board plan charges for the Spring 2020 semester. The total cost of board refunds provided by 麻豆视频直播 was $1,213,488.
